Narrative:

Air carrier X departing runway 21 and MTR Y landing runway 27. Air carrier X was through intersection before MTR Y reached runway 27 threshold (actual threshold, not displaced). Normally, in a simultaneous operation, such as this, the aircraft landing runway 27 would be lower in the flare, however, owing to the displaced threshold, MTR Y was high, and air carrier X saw him level instead of low (landing). Air carrier X reported an near midair collision. MTR Y pilot says it was never a factor. Air carrier X was told about MTR Y when the MTR Y was crossing departure end of runway 21 (while MTR Y was in downwind). This was a legal operation. However, I might have prevented the air carrier X pilot from being startled by suddenly seeing this traffic, by re-issuing traffic.

Title: ACR DEP COMPLAINS TO CTLR ABOUT A CONFLICTING INTERSECTING RWY ARR.

Narrative: ACR X DEPARTING RWY 21 AND MTR Y LNDG RWY 27. ACR X WAS THROUGH INTXN BEFORE MTR Y REACHED RWY 27 THRESHOLD (ACTUAL THRESHOLD, NOT DISPLACED). NORMALLY, IN A SIMULTANEOUS OP, SUCH AS THIS, THE ACFT LNDG RWY 27 WOULD BE LOWER IN THE FLARE, HOWEVER, OWING TO THE DISPLACED THRESHOLD, MTR Y WAS HIGH, AND ACR X SAW HIM LEVEL INSTEAD OF LOW (LNDG). ACR X RPTED AN NMAC. MTR Y PLT SAYS IT WAS NEVER A FACTOR. ACR X WAS TOLD ABOUT MTR Y WHEN THE MTR Y WAS XING DEP END OF RWY 21 (WHILE MTR Y WAS IN DOWNWIND). THIS WAS A LEGAL OP. HOWEVER, I MIGHT HAVE PREVENTED THE ACR X PLT FROM BEING STARTLED BY SUDDENLY SEEING THIS TFC, BY RE-ISSUING TFC.
