Narrative:
A falcon 50 was given a clearance to land on runway 27; a non-advertised runway. He checked on my frequency about a 10 mi final. MD80 waiting to depart runway 19L; with a release time to atl. After juggling 3 departures off of runway 19R around a B737 blocking the end of the runway; I cleared B737 off runway 19L; evidently failing to scan the BRITE for traffic not only on the parallels; but on the intersecting runway. My awareness was totally lacking. I finally noticed the falcon when he was on about a 2 mi final; and the MD80 was rolling about 1600 ft from approach end. Instead of just issuing a 360 degree turn to the falcon; I told him to give me an s-turn for the departure MD80; issuing the departure traffic to the falcon. The pilot acknowledged and did a fine maneuver on final; crossing the runway 27 threshold just as MD80 passed through the intersection. My lack of awareness and failure to positively control the situation was alarming. It was a reminder to me to make a determined effort to scan the airport environments constantly.
Original NASA ASRS Text
Title: MCI LCL CTLR EXPERIENCED CLOSE CALL FAILING TO REMEMBER TFC ON FINAL FOR INTERSECTING RWY WHEN ISSUING DEP CLRNC.
Narrative: A FALCON 50 WAS GIVEN A CLRNC TO LAND ON RWY 27; A NON-ADVERTISED RWY. HE CHKED ON MY FREQ ABOUT A 10 MI FINAL. MD80 WAITING TO DEPART RWY 19L; WITH A RELEASE TIME TO ATL. AFTER JUGGLING 3 DEPS OFF OF RWY 19R AROUND A B737 BLOCKING THE END OF THE RWY; I CLRED B737 OFF RWY 19L; EVIDENTLY FAILING TO SCAN THE BRITE FOR TFC NOT ONLY ON THE PARALLELS; BUT ON THE INTERSECTING RWY. MY AWARENESS WAS TOTALLY LACKING. I FINALLY NOTICED THE FALCON WHEN HE WAS ON ABOUT A 2 MI FINAL; AND THE MD80 WAS ROLLING ABOUT 1600 FT FROM APCH END. INSTEAD OF JUST ISSUING A 360 DEG TURN TO THE FALCON; I TOLD HIM TO GIVE ME AN S-TURN FOR THE DEP MD80; ISSUING THE DEP TFC TO THE FALCON. THE PLT ACKNOWLEDGED AND DID A FINE MANEUVER ON FINAL; XING THE RWY 27 THRESHOLD JUST AS MD80 PASSED THROUGH THE INTXN. MY LACK OF AWARENESS AND FAILURE TO POSITIVELY CTL THE SIT WAS ALARMING. IT WAS A REMINDER TO ME TO MAKE A DETERMINED EFFORT TO SCAN THE ARPT ENVIRONMENTS CONSTANTLY.
