Narrative:
The problem arose when I cleared air carrier X for takeoff on runway 4L and cleared air carrier Y for takeoff 35 seconds later on runway 9L not realizing air carrier X had not rolled yet. It was discovered when I saw both planes start their roll simultaneously. Air carrier X not rolling in a timely manner contributed to the error both plans were told to stop. The only human consideration was my recognizing that air carrier X was still sitting in position when I cleared air carrier Y for takeoff.

Title: DEV CTLR AT ORD EXPERIENCED OPERROR WHEN CLRING 2 ACFT FOR TKOF ON INTERSECTING RWYS 4L AND 9L.
Narrative: THE PROB AROSE WHEN I CLRED ACR X FOR TKOF ON RWY 4L AND CLRED ACR Y FOR TKOF 35 SECONDS LATER ON RWY 9L NOT REALIZING ACR X HAD NOT ROLLED YET. IT WAS DISCOVERED WHEN I SAW BOTH PLANES START THEIR ROLL SIMULTANEOUSLY. ACR X NOT ROLLING IN A TIMELY MANNER CONTRIBUTED TO THE ERROR BOTH PLANS WERE TOLD TO STOP. THE ONLY HUMAN CONSIDERATION WAS MY RECOGNIZING THAT ACR X WAS STILL SITTING IN POS WHEN I CLRED ACR Y FOR TKOF.
