Narrative:

A WX briefing was obtained from cleveland FSS by the lead pilot for our group of four planes on april about early am. The flight was a VFR x-country from 15G (weltzien) to loz via ctw, tpu, hvq and azq. When asked, no NOTAMS were issued for this route of flight. Flight following was utilized through cleveland center then indianapolis center. When airport was in sight (visibility was 7 mi) request was made to terminate flight following to contact loz. When loz was contacted we were informed the airport was closed due to resurfacing of runway. When asked, loz informed us the nearest airport was 20 mi west. When we plotted it on our sectional it was 27 mi. At the time winds were at 260. According to our preflight calculations we had 30 min of fuel remaining, but because of a 260 degree headwind, the nearest airport being 26 mi and the gauges fluctuating on empty we asked loz what choices we had. We were informed we could land on a 3500' taxiway if we declared an emergency to cover liability for granting permission to land on the taxiway. Upon refueling it was found the plane had 5 gals of usable fuel remaining. To prevent a recurrence of this problem, I would in the future call early to make sure the airport was open and not stay in contact with flight following as long as I did.

Title: FORMATION OF FOUR SMAS DECLARE AN EMEGENCY SO AS TO LAND ON TXWY OF CLOSED ARPT ACCOUNT LOW FUEL SITUATION. ARPT WAS POINT OF DESTINATION.

FLT FOLLOWING WAS UTILIZED THROUGH CLEVELAND CTR THEN INDIANAPOLIS CTR. WHEN ARPT WAS IN SIGHT (VISIBILITY WAS 7 MI) REQUEST WAS MADE TO TERMINATE FLT FOLLOWING TO CONTACT LOZ.
