Narrative:
The aircraft was being flown by the copilot. We were being vectored for a visibility approach to runway 1R at iad. Altitude was 3000' MSL. The approach controller was very busy. We were cleared to turn base, then final and then cleared for the approach. The controller then asked us to hold our altitude (we had just began and descent out of 3000' MSL) at 3000' so that he could vector a commuter light transport under us so that he could make an approach to runway 1L at iad. We held our altitude and continued toward runway 1R maintaining 3000' AGL. There was so much congestion on the frequency that the controller never cleared us for an approach to runway 1R. I queried the controller finally as we passed the end of the runway at 3000'. He handed us off to another approach frequency. We were subsequently vectored for another approach and landing on 1R. The controller acknowledged on the second approach that they were having radio problems and that he might not have reclred us. Corrective action: don't vector aircraft underneath to expedite arrs!

Title: CPR LTT BEING VECTORED FOR VISUAL APCH TO IAD WAS ASKED TO MAINTAIN ALT UNTIL A COMMUTER LTT PASSED UNDER. APCH CTLR THEN FORGOT TO ISSUE DESCENT CLRNC AND CPR HAD TO BE VECTORED BACK FOR A SECOND APCH.
Narrative: THE ACFT WAS BEING FLOWN BY THE COPLT. WE WERE BEING VECTORED FOR A VIS APCH TO RWY 1R AT IAD. ALT WAS 3000' MSL. THE APCH CTLR WAS VERY BUSY. WE WERE CLRED TO TURN BASE, THEN FINAL AND THEN CLRED FOR THE APCH. THE CTLR THEN ASKED US TO HOLD OUR ALT (WE HAD JUST BEGAN AND DSNT OUT OF 3000' MSL) AT 3000' SO THAT HE COULD VECTOR A COMMUTER LTT UNDER US SO THAT HE COULD MAKE AN APCH TO RWY 1L AT IAD. WE HELD OUR ALT AND CONTINUED TOWARD RWY 1R MAINTAINING 3000' AGL. THERE WAS SO MUCH CONGESTION ON THE FREQ THAT THE CTLR NEVER CLRED US FOR AN APCH TO RWY 1R. I QUERIED THE CTLR FINALLY AS WE PASSED THE END OF THE RWY AT 3000'. HE HANDED US OFF TO ANOTHER APCH FREQ. WE WERE SUBSEQUENTLY VECTORED FOR ANOTHER APCH AND LNDG ON 1R. THE CTLR ACKNOWLEDGED ON THE SECOND APCH THAT THEY WERE HAVING RADIO PROBS AND THAT HE MIGHT NOT HAVE RECLRED US. CORRECTIVE ACTION: DON'T VECTOR ACFT UNDERNEATH TO EXPEDITE ARRS!
