Narrative:
Aircraft X was taxied to runway 14 at intersection F. I wrote 'F/14' on the flight progress strip and I verbally told local control that aircraft X is at F intersection. As I was working I heard the controller in charge tell local control to stop that aircraft. I spotted aircraft X rolling past the hold short line at taxiway F and runway 14 as aircraft Y was moving at a high speed on runway 14 approximately 500 feet from intersection F. I loudly spoke 'stop stop'. Local controller successfully got aircraft X to stop just short of the runway edge.this is a firm reminder of the importance of scan and situational awareness. The controller in charge did a fantastic job jumping in just in time to prevent aircraft X from entering runway 14. I will continue to remain focused while working in the tower. We need to identify each aircraft and find out their location before we issue control instructions.
