Narrative:

I left my home base en route to far. When approximately 5 mi out of far I had radio failure. I had the ATIS information. I circled northwest of runway 13 at 2500'. The traffic pattern altitude is 1600', so I was well above the traffic pattern altitude. I got no light signals whatsoever, so I proceeded to the southeast of the airport. I went around the control zone to get there. I was then at 2000' MSL, still above the traffic pattern altitude, when I saw an aircraft Y on a left. Downwind for landing on runway 31, I then headed away from the airport at 2700 degrees and I never got any light signals. Then the control tower saw me as I was heading 270 degrees back to my home base, which was 20 mi west. I was well above the aircraft that was landing and a good safe distance form him horizontal. I landed at casselton municipal and then talked to my flight instrument, then contacted the far tower. All my procedures were good and I never got any light signals from the far tower. Callback conversation with reporter revealed the following: reporter stated that he entered the traffic pattern for runway 31. The conflict with small aircraft Y occurred when the reporter's aircraft was on base leg and small aircraft Y was on final. After his return ot home base, the reporter called the far tower and talked with the supervisor, who stated that the local controller had not seen the reporter's aircraft until it was departing the vicinity of the airport. The reporter has received a letter from the FAA indicating that the matter is being investigated.

I WAS THEN AT 2000' MSL, STILL ABOVE THE TFC PATTERN ALT, WHEN I SAW AN ACFT Y ON A LEFT. DOWNWIND FOR LNDG ON RWY 31, I THEN HEADED AWAY FROM THE ARPT AT 2700 DEGS AND I NEVER GOT ANY LIGHT SIGNALS. THEN THE CTL TWR SAW ME AS I WAS HDG 270 DEGS BACK TO MY HOME BASE, WHICH WAS 20 MI W. I WAS WELL ABOVE THE ACFT THAT WAS LNDG AND A GOOD SAFE DISTANCE FORM HIM HORIZ. I LANDED AT CASSELTON MUNI AND THEN TALKED TO MY FLT INSTR, THEN CONTACTED THE FAR TWR. ALL MY PROCS WERE GOOD AND I NEVER GOT ANY LIGHT SIGNALS FROM THE FAR TWR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATED THAT HE ENTERED THE TFC PATTERN FOR RWY 31. THE CONFLICT WITH SMA Y OCCURRED WHEN THE RPTR'S ACFT WAS ON BASE LEG AND SMA Y WAS ON FINAL. AFTER HIS RETURN OT HOME BASE, THE RPTR CALLED THE FAR TWR AND TALKED WITH THE SUPVR, WHO STATED THAT THE LCL CTLR HAD NOT SEEN THE RPTR'S ACFT UNTIL IT WAS DEPARTING THE VICINITY OF THE ARPT. THE RPTR HAS RECEIVED A LETTER FROM THE FAA INDICATING THAT THE MATTER IS BEING INVESTIGATED.
