Narrative:
Slc departures are given a 280 degree heading and a climb to 8000'. Traffic off ord southbound to las was an small aircraft climbing from 6000 to 10500' when the large transport departed slc for boise. The large transport was required to stay at 8000' for traffic on the downwind. Traffic is usually required to stay at 8000' for approximately 10 mi until clear of the downwind traffic. While waiting for the large transport to clear the downwind, tower coordinated a special departure procedure and another controller coordinated a southbound departure off hif. When I went back to climb the large transport, he was already 15 mi west and the small aircraft was 2 O'clock and 1 mi. I issued traffic to the small aircraft and told him to descend immediately to 7500' (his altitude indicated 7800'). The large transport was level at 8000'. The small aircraft reported the large transport in sight and descended. Traffic was issued to the large transport. The pilot reported having seen the small aircraft go by. Factors involved could included approving too many 'special' operations at 1 time. These special operations require too much close attention. Also the VFR should have been left at or below 7500' unit well clear of the slc departure path.

Title: TRACON CTLR FAILED TO PROVIDE STANDARD IFR SEPARATION BETWEEN A DEP AND AN ENROUTE ACFT OFF DIFFERENT ARPTS. ACFT PASSED WITH 1 MILE RADAR SEPARATION AND 200' VERTICAL ALT SEPARATION.
Narrative: SLC DEPS ARE GIVEN A 280 DEG HDG AND A CLB TO 8000'. TFC OFF ORD SBND TO LAS WAS AN SMA CLBING FROM 6000 TO 10500' WHEN THE LGT DEPARTED SLC FOR BOISE. THE LGT WAS REQUIRED TO STAY AT 8000' FOR TFC ON THE DOWNWIND. TFC IS USUALLY REQUIRED TO STAY AT 8000' FOR APPROX 10 MI UNTIL CLR OF THE DOWNWIND TFC. WHILE WAITING FOR THE LGT TO CLR THE DOWNWIND, TWR COORDINATED A SPECIAL DEP PROC AND ANOTHER CTLR COORDINATED A SBND DEP OFF HIF. WHEN I WENT BACK TO CLB THE LGT, HE WAS ALREADY 15 MI W AND THE SMA WAS 2 O'CLOCK AND 1 MI. I ISSUED TFC TO THE SMA AND TOLD HIM TO DSND IMMEDIATELY TO 7500' (HIS ALT INDICATED 7800'). THE LGT WAS LEVEL AT 8000'. THE SMA RPTED THE LGT IN SIGHT AND DSNDED. TFC WAS ISSUED TO THE LGT. THE PLT RPTED HAVING SEEN THE SMA GO BY. FACTORS INVOLVED COULD INCLUDED APPROVING TOO MANY 'SPECIAL' OPS AT 1 TIME. THESE SPECIAL OPS REQUIRE TOO MUCH CLOSE ATTN. ALSO THE VFR SHOULD HAVE BEEN LEFT AT OR BELOW 7500' UNIT WELL CLR OF THE SLC DEP PATH.
