Narrative:

Light transport departed teb climbing through his restriction of 1500' and flying runway heading violating the SID. The aircraft came within 1 mi and 200' of an ewr arrival jet on the ILS runway 22L. My initial transmission was for the aircraft to descend immediately to 1500' and turn to heading 280 degrees. Ewr ILS runway 22L and teb runway 24 departures naturally conflict. The same is true for a northeast flow of traffic (teb ILS runway 6 ewr departing runway 4L). This particular pilot most probably was not familiar with the proximity of teb to ewr, and certainly not the imperative need for teb departures to remain at 1500'. I empathize with the jet pilots that fly out of teb. The area is littered with antennas. The procedures inbound and outbnd forces them to fly lower than they would comfortably like to. The noise sensors intimidate them into turning eastbound on the SID later than they should. There is precious room for error in this particular area of operation both for the controllers and the pilots. To make matters more complex, the conflicting aircraft are always being worked by different controllers. Short of changing the SID so as to keep teb runway 24 departures at 1500' until a controller climbs the aircraft or keeping ewr arrs high (impractical), the only solution I can hope for is an informed pilot and an observant controller.

Title: PLT CLIMBED THROUGH HIS ALT RESTRICTION AND CAME IN CLOSE PROX TO ANOTHER ACFT LNDG AT A DIFFERENT ARPT.

Narrative: LTT DEPARTED TEB CLBING THROUGH HIS RESTRICTION OF 1500' AND FLYING RWY HDG VIOLATING THE SID. THE ACFT CAME WITHIN 1 MI AND 200' OF AN EWR ARR JET ON THE ILS RWY 22L. MY INITIAL XMISSION WAS FOR THE ACFT TO DSND IMMEDIATELY TO 1500' AND TURN TO HDG 280 DEGS. EWR ILS RWY 22L AND TEB RWY 24 DEPS NATURALLY CONFLICT. THE SAME IS TRUE FOR A NE FLOW OF TFC (TEB ILS RWY 6 EWR DEPARTING RWY 4L). THIS PARTICULAR PLT MOST PROBABLY WAS NOT FAMILIAR WITH THE PROX OF TEB TO EWR, AND CERTAINLY NOT THE IMPERATIVE NEED FOR TEB DEPS TO REMAIN AT 1500'. I EMPATHIZE WITH THE JET PLTS THAT FLY OUT OF TEB. THE AREA IS LITTERED WITH ANTENNAS. THE PROCS INBND AND OUTBND FORCES THEM TO FLY LOWER THAN THEY WOULD COMFORTABLY LIKE TO. TO MAKE MATTERS MORE COMPLEX, THE CONFLICTING ACFT ARE ALWAYS BEING WORKED BY DIFFERENT CTLRS. SHORT OF CHANGING THE SID SO AS TO KEEP TEB RWY 24 DEPS AT 1500' UNTIL A CTLR CLBS THE ACFT OR KEEPING EWR ARRS HIGH (IMPRACTICAL), THE ONLY SOLUTION I CAN HOPE FOR IS AN INFORMED PLT AND AN OBSERVANT CTLR.
