Narrative:
Flight taxied in line for over 2 1/2 hours before reaching #1 for takeoff at jfk. Heavy thunderstorms and wind shear were causing the delay. Some aircraft were vectored to the south avoiding large buildups ten mi off the end of runway 4. When we arrived at position #1, we were cleared for takeoff on the condition that we could maintain heading 080 degree for a minimum of 20 mi with no turns. Our WX radar indicated this would take us through a large well contoured cell at 10 mi. We indicated this to the tower and requested a turn to the north or south. They denied this and ordered us to taxi down the runway and go the end of line, now over 40 aircraft long. He then offered the same deal to the aircraft behind us. Two more declined the offer and were sent to the end of the line. One aircraft finally took off and flew through the cell. At this point we returned to the ramp. Before leaving I called the tower and told them I thought their procedure was unsafe. They told me I was disrupting their operation by making these comments on VHF.

Title: REPORTER COMPLAINS THAT ATC WILL NOT PERMIT DEVIATIONS FOR WX AT JFK.
Narrative: FLT TAXIED IN LINE FOR OVER 2 1/2 HRS BEFORE REACHING #1 FOR TKOF AT JFK. HEAVY TSTMS AND WIND SHEAR WERE CAUSING THE DELAY. SOME ACFT WERE VECTORED TO THE S AVOIDING LARGE BUILDUPS TEN MI OFF THE END OF RWY 4. WHEN WE ARRIVED AT POS #1, WE WERE CLRED FOR TKOF ON THE CONDITION THAT WE COULD MAINTAIN HDG 080 DEG FOR A MINIMUM OF 20 MI WITH NO TURNS. OUR WX RADAR INDICATED THIS WOULD TAKE US THROUGH A LARGE WELL CONTOURED CELL AT 10 MI. WE INDICATED THIS TO THE TWR AND REQUESTED A TURN TO THE N OR S. THEY DENIED THIS AND ORDERED US TO TAXI DOWN THE RWY AND GO THE END OF LINE, NOW OVER 40 ACFT LONG. HE THEN OFFERED THE SAME DEAL TO THE ACFT BEHIND US. TWO MORE DECLINED THE OFFER AND WERE SENT TO THE END OF THE LINE. ONE ACFT FINALLY TOOK OFF AND FLEW THROUGH THE CELL. AT THIS POINT WE RETURNED TO THE RAMP. BEFORE LEAVING I CALLED THE TWR AND TOLD THEM I THOUGHT THEIR PROC WAS UNSAFE. THEY TOLD ME I WAS DISRUPTING THEIR OPERATION BY MAKING THESE COMMENTS ON VHF.
