Narrative:
Problem: human communication factors--possible error on my part--non standard procedure on clearance delivery part during clearance delivery on phone. 1) I received clearance and read it back. Clearance delivery asked when I would be ready. I said within 10 mins. Clearance delivery said, 'fine, I'll give you a 10 min block.' a long pause, no further response, thinking clearance delivery hung up. I hung up. 2) took off in good VFR conditions, made contact with mcguire. They chipped at me for hanging up on clearance delivery west/O receiving a clearance void time. The problem seemed to be the result of receiving a clearance prior to the expected departure time frame. During other times, such as picking up my clearance from a FSS, I've been asked how much time I need, and then the void time is issued together with the clearance. What happened was out of the usual routine. Suggestion: standardize procedures for delivery of IFR clearance over the phone. No rules appear to be broken as I took off and remained VFR despite not having a release.

Narrative: PROB: HUMAN COM FACTORS--POSSIBLE ERROR ON MY PART--NON STANDARD PROC ON CLRNC DELIVERY PART DURING CLRNC DELIVERY ON PHONE. 1) I RECEIVED CLRNC AND READ IT BACK.
