Narrative:
On taxi out, flaps selected to 15 degrees. Outboard flaps went to 15 degrees and so indicated. Inboard flaps remained up and so indicated. Flap handle in 15 degree detent and green leading edge light was illuminated. Speed brake/flap warning tested correctly (i.e., no horn). #3 throttle takeoff warning tested incorrectly (i.e., horn sounded). Visibility inspection showed inboard flaps up. Malfunction was not picked up from flap gauges until speed brake/flap warning test gave no horn. Returned to gate and maintenance replaced inboard flap gauge. The up and 15 degree needle positions are in line on these gauges. This situation with contributing factors has killed people in the past. Gauges have not been changed nor have I received any publications that this is a problem with the aircraft.

Title: INBOARD WING FLAPS WOULD NOT EXTEND WHILE TAXIING OUT FOR TKOF.
Narrative: ON TAXI OUT, FLAPS SELECTED TO 15 DEGS. OUTBOARD FLAPS WENT TO 15 DEGS AND SO INDICATED. INBOARD FLAPS REMAINED UP AND SO INDICATED. FLAP HANDLE IN 15 DEG DETENT AND GREEN LEADING EDGE LIGHT WAS ILLUMINATED. SPD BRAKE/FLAP WARNING TESTED CORRECTLY (I.E., NO HORN). #3 THROTTLE TKOF WARNING TESTED INCORRECTLY (I.E., HORN SOUNDED). VIS INSPECTION SHOWED INBOARD FLAPS UP. MALFUNCTION WAS NOT PICKED UP FROM FLAP GAUGES UNTIL SPD BRAKE/FLAP WARNING TEST GAVE NO HORN. RETURNED TO GATE AND MAINT REPLACED INBOARD FLAP GAUGE. THE UP AND 15 DEG NEEDLE POSITIONS ARE IN LINE ON THESE GAUGES. THIS SITUATION WITH CONTRIBUTING FACTORS HAS KILLED PEOPLE IN THE PAST. GAUGES HAVE NOT BEEN CHANGED NOR HAVE I RECEIVED ANY PUBLICATIONS THAT THIS IS A PROB WITH THE ACFT.
