Narrative:

I noticed an aircraft 1 mi north of eyw. I called nqx approach and tower to see if they knew who it was. At the same time the local controller was calling on the tower frequency to see who it was. Nqx said that it was atx X inbound to us and that they had switch him awhile back. I told them we weren't talking to him, to switch him again. They did. When atx X checked in and after he was giving his landing information and cleared to land the local controller asked them when nqx had switched them. They said navy just switches them, that they had to asked nqx if they wanted them to switch. This is in contradiction to what nqx claims. This contradiction happen every time we ask nqx and the pilots who call us late why they call us late. This situation happens at least once a week.

Title: ATX WAS NOT CHANGED OVER TO TWR FREQ UNTIL INSIDE THE ATC BY APCH CTL.

Narrative: I NOTICED AN ACFT 1 MI N OF EYW. I CALLED NQX APCH AND TWR TO SEE IF THEY KNEW WHO IT WAS. AT THE SAME TIME THE LCL CTLR WAS CALLING ON THE TWR FREQ TO SEE WHO IT WAS. NQX SAID THAT IT WAS ATX X INBND TO US AND THAT THEY HAD SWITCH HIM AWHILE BACK. I TOLD THEM WE WEREN'T TALKING TO HIM, TO SWITCH HIM AGAIN. THEY DID. WHEN ATX X CHKED IN AND AFTER HE WAS GIVING HIS LNDG INFO AND CLRED TO LAND THE LCL CTLR ASKED THEM WHEN NQX HAD SWITCHED THEM. THEY SAID NAVY JUST SWITCHES THEM, THAT THEY HAD TO ASKED NQX IF THEY WANTED THEM TO SWITCH. THIS IS IN CONTRADICTION TO WHAT NQX CLAIMS. THIS CONTRADICTION HAPPEN EVERY TIME WE ASK NQX AND THE PLTS WHO CALL US LATE WHY THEY CALL US LATE. THIS SITUATION HAPPENS AT LEAST ONCE A WK.
