Narrative:
Was landing ILS 23 cak asked son-in-law in right seat to shut down the heater. He did so but went one step further. After I xed the OM and completed my gumps all was ok and I concentrated on my approach. My son-in-law turned off my fuel to both engines, in seconds I lost both engines. I was on short final and had no time to do anything but land the aircraft, now about 400' in the air. I was able to land safely but the plane stopped dead on the runway. I found the fuel off, restarted and taxied off. I was told to call the tower after I parked. I did call and was told that I should have notified the tower of the problem. I had no time to do anything but land the airplane. I felt that I did a good job landing an aircraft with five people on board and dead engine. I could not believe the tower reprimanded me under the circumstances.

Title: GA SMA DEAD STICK LNDG FROM 400' AT THE END OF IAP ILS APCH.
Narrative: WAS LNDG ILS 23 CAK ASKED SON-IN-LAW IN RIGHT SEAT TO SHUT DOWN THE HEATER. HE DID SO BUT WENT ONE STEP FURTHER. AFTER I XED THE OM AND COMPLETED MY GUMPS ALL WAS OK AND I CONCENTRATED ON MY APCH. MY SON-IN-LAW TURNED OFF MY FUEL TO BOTH ENGS, IN SECONDS I LOST BOTH ENGS. I WAS ON SHORT FINAL AND HAD NO TIME TO DO ANYTHING BUT LAND THE ACFT, NOW ABOUT 400' IN THE AIR. I WAS ABLE TO LAND SAFELY BUT THE PLANE STOPPED DEAD ON THE RWY. I FOUND THE FUEL OFF, RESTARTED AND TAXIED OFF. I WAS TOLD TO CALL THE TWR AFTER I PARKED. I DID CALL AND WAS TOLD THAT I SHOULD HAVE NOTIFIED THE TWR OF THE PROB. I HAD NO TIME TO DO ANYTHING BUT LAND THE AIRPLANE. I FELT THAT I DID A GOOD JOB LNDG AN ACFT WITH FIVE PEOPLE ON BOARD AND DEAD ENG. I COULD NOT BELIEVE THE TWR REPRIMANDED ME UNDER THE CIRCUMSTANCES.
