Narrative:
I landed at hwd in VFR conditions 10 mins before I took off for oak. Hwd ATC said conditions were 20000' broken, 10 mi visibility. Hwd tower cleared me to depart with a left 270 degrees from hwd. I took off and turned left to find a cloud bank directly in front of my flight path. I was amazed! In a matter of my takeoff roll this cloud bank must have formed. Hwd tower's controller seemed surprised as well. He told me I could extend west before turning, but because of the location of hwd to the sfo TCA and oak arsa, there is only so far you can go. I leveled a 500' and asked the tower for SVFR. Tower advised they were VFR and could not give me SVFR. My choices were limited. I was able to remain VFR and remain clear of clouds as required by the FARS, but it was very close. I realize WX changed fast, but I was caught off guard. Tower (hwd) could have been more helpful. When he realized what had happened, the extension was nice but a right turnout would have prevented any concern other then delaying the departure of 28R traffic. Tonight I'll file IFR.

Title: POTENTIAL PENETRATION OF AIRSPACE AS SMA DEP VFR AND HAS A PROBLEM MAINTAINING REQUIRED DISTANCE FROM CLOUDS AND TCA ON DEP HEADING THAT WAS GIVEN BY TWR.

HE TOLD ME I COULD EXTEND W BEFORE TURNING, BUT BECAUSE OF THE LOCATION OF HWD TO THE SFO TCA AND OAK ARSA, THERE IS ONLY SO FAR YOU CAN GO. I LEVELED A 500' AND ASKED THE TWR FOR SVFR.
