Narrative:
Air carrier X cleared into position and hold. On runway 21L an air carrier light transport landing on runway 27 as we entered position on 21L. Tower controller then cleared air carrier X for immediate takeoff on 21L. Air carrier X began immediate takeoff roll. Tower controller then told air carrier X to stop takeoff roll cancel takeoff clearance. Air carrier X then aborted takeoff roll. Air carrier Y then appeared over threshold for runway 27 and asked tower if that aircraft in stopping his roll. When air carrier X was cleared for takeoff. No aircraft were visible out left side of aircraft since runway 27 final was behind air carrier X positioned on runway 21L. After air carrier Y landed on runway 27, tower then cleared air carrier X for takeoff on 21L. I feel the tower controller misjudged the spacing and felt he could get air carrier X through the runway 27 intersection before air carrier Y landed on runway 27. This takeoff sequencing is unusual for detroit and controller misjudged the situation and compromised safety.
Original NASA ASRS Text
Title: LCL CTLR CANCELLED ACR X TKOF CLRNC AFTER TKOF STARTED.
Narrative: ACR X CLRED INTO POS AND HOLD. ON RWY 21L AN ACR LTT LNDG ON RWY 27 AS WE ENTERED POS ON 21L. TWR CTLR THEN CLRED ACR X FOR IMMEDIATE TKOF ON 21L. ACR X BEGAN IMMEDIATE TKOF ROLL. TWR CTLR THEN TOLD ACR X TO STOP TKOF ROLL CANCEL TKOF CLRNC. ACR X THEN ABORTED TKOF ROLL. ACR Y THEN APPEARED OVER THRESHOLD FOR RWY 27 AND ASKED TWR IF THAT ACFT IN STOPPING HIS ROLL. WHEN ACR X WAS CLRED FOR TKOF. NO ACFT WERE VISIBLE OUT LEFT SIDE OF ACFT SINCE RWY 27 FINAL WAS BEHIND ACR X POSITIONED ON RWY 21L. AFTER ACR Y LANDED ON RWY 27, TWR THEN CLRED ACR X FOR TKOF ON 21L. I FEEL THE TWR CTLR MISJUDGED THE SPACING AND FELT HE COULD GET ACR X THROUGH THE RWY 27 INTXN BEFORE ACR Y LANDED ON RWY 27. THIS TKOF SEQUENCING IS UNUSUAL FOR DETROIT AND CTLR MISJUDGED THE SITUATION AND COMPROMISED SAFETY.
