Callback conversation with reporter revealed the following information. Reporter was working local at ord. TRACON released approaching base leg then the reporter released air carrier X of runway 9. He thought there would be sufficient sep between the aircraft if air carrier X made a normal climb rate, however, he didn't climb as expected and xed over the mlt aircraft by 400' and within 1 mi. WX was 400' overcast and 1 mi visibility. Reporter has 21 yrs in ATC with 12 yrs in radar. Facility filed report.

Title: A DEPARTING ACR CAME IN CLOSE PROX TO A MIL ACFT RESULTING IN LESS THAN STANDARD SEPARATION.

Narrative: CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR WAS WORKING LCL AT ORD. TRACON RELEASED APCHING BASE LEG THEN THE RPTR RELEASED ACR X OF RWY 9. HE THOUGHT THERE WOULD BE SUFFICIENT SEP BTWN THE ACFT IF ACR X MADE A NORMAL CLB RATE, HOWEVER, HE DIDN'T CLB AS EXPECTED AND XED OVER THE MLT ACFT BY 400' AND WITHIN 1 MI. WX WAS 400' OVCST AND 1 MI VISIBILITY. RPTR HAS 21 YRS IN ATC WITH 12 YRS IN RADAR. FAC FILED RPT.
