Narrative:

Captain allowed extra passenger to travel west/O having individual seatbelt. Seat had been removed for aircraft modification, leaving only bench type seat in passenger compartment. As I (F/east) was involved in preflight duties, I did not consider # of seatbelts available vs listed passenger. Upon arrival I realized that a seat that was normally available was removed. Captain informed me upon discussion that a company mechanic, also on board, had noted discrepancy of more than 1 person using a seatbelt. Obviously, closer attention to # of passenger should have been paid and 1 person bumped from flight. Safety could have been compromised if an aircraft operation incident/accident had occurred on this flight.

Title: CARGO FLT CREW ALLOWS PASSENGER ABOARD WITOUT SUFFICIENT SEAT BELTS.

Narrative: CAPT ALLOWED EXTRA PAX TO TRAVEL W/O HAVING INDIVIDUAL SEATBELT. SEAT HAD BEEN REMOVED FOR ACFT MODIFICATION, LEAVING ONLY BENCH TYPE SEAT IN PAX COMPARTMENT. AS I (F/E) WAS INVOLVED IN PREFLT DUTIES, I DID NOT CONSIDER # OF SEATBELTS AVAILABLE VS LISTED PAX. UPON ARR I REALIZED THAT A SEAT THAT WAS NORMALLY AVAILABLE WAS REMOVED. CAPT INFORMED ME UPON DISCUSSION THAT A COMPANY MECH, ALSO ON BOARD, HAD NOTED DISCREPANCY OF MORE THAN 1 PERSON USING A SEATBELT. OBVIOUSLY, CLOSER ATTN TO # OF PAX SHOULD HAVE BEEN PAID AND 1 PERSON BUMPED FROM FLT. SAFETY COULD HAVE BEEN COMPROMISED IF AN ACFT OPERATION INCIDENT/ACCIDENT HAD OCCURRED ON THIS FLT.
