Narrative:
Flight segment on V186 between vny VOR and paradise VOR at 7500'. Decided to land at chino for lunch. I had previously flown into cno on an IFR flight from sba and recalled from previous flight planning that there was a cutout in the ont arsa for cno west/O checking the chart. I circled down over cno and called the tower. They advised I was in the ont arsa and to call ont approach who then handed me back to cno tower. I realized I had penetrated the outer segment of the ont arsa after I looked at the chart, although I mistakenly thought the cutout excluded the arsa. Although I am usually very thorough in my flight planning, I was careless in relying on memory rather than reviewing the chart.

Title: SMA PENETRTES OUTER RING OF ONT ARSA UNDER MISTAKEN IMPRESSION THAT THE CNO NOTCH INCLUDED THE OUTER RING AS WELL AS THE INNER.
Narrative: FLT SEGMENT ON V186 BTWN VNY VOR AND PARADISE VOR AT 7500'. DECIDED TO LAND AT CHINO FOR LUNCH. I HAD PREVIOUSLY FLOWN INTO CNO ON AN IFR FLT FROM SBA AND RECALLED FROM PREVIOUS FLT PLANNING THAT THERE WAS A CUTOUT IN THE ONT ARSA FOR CNO W/O CHKING THE CHART. I CIRCLED DOWN OVER CNO AND CALLED THE TWR. THEY ADVISED I WAS IN THE ONT ARSA AND TO CALL ONT APCH WHO THEN HANDED ME BACK TO CNO TWR. I REALIZED I HAD PENETRATED THE OUTER SEGMENT OF THE ONT ARSA AFTER I LOOKED AT THE CHART, ALTHOUGH I MISTAKENLY THOUGHT THE CUTOUT EXCLUDED THE ARSA. ALTHOUGH I AM USUALLY VERY THOROUGH IN MY FLT PLANNING, I WAS CARELESS IN RELYING ON MEMORY RATHER THAN REVIEWING THE CHART.
