Narrative:

This should have been written long ago. Event was 1/87. Small transport descending. Just changed from mht approach to bos approach. Smelled smoke/fumes in the cockpit/cabin. Approximately 8 mi from mht declared an emergency and advised would be diverting to mht (nearest suitable) airport. Was handed off to mht approach, then local tower controller. Landed uneventfully. No equipment met us as requested; i.e., we wanted the trucks and got none. It was late evening. This is an far 121 certified air carrier airport with air carrier scheduled operations. Needless to say, I was shocked at the lack of response and vowed not to land here in an emergency again. I have had conversations with local persons who also relate their impression of crash fire rescue as poor due to airport management. Additionally, this airport has not had the required disaster drill far's require every 3 yrs minimum, with all parties involved participating, in more than 5 yrs. Callback conversation with reporter revealed the following: reporter stated that other pilots had told him that they had the same experience with little or no emergency equipment response when it was requested. Airport manager does not return his calls. Reporter has a copy of rex hardy's callback book.

Title: REPORTER STATES MHT EMERGENCY RESPONSE CAPABILITY IS DEFICIENT.

Narrative: THIS SHOULD HAVE BEEN WRITTEN LONG AGO. EVENT WAS 1/87. SMT DSNDING. JUST CHANGED FROM MHT APCH TO BOS APCH. SMELLED SMOKE/FUMES IN THE COCKPIT/CABIN. APPROX 8 MI FROM MHT DECLARED AN EMER AND ADVISED WOULD BE DIVERTING TO MHT (NEAREST SUITABLE) ARPT. WAS HANDED OFF TO MHT APCH, THEN LCL TWR CTLR. LANDED UNEVENTFULLY. NO EQUIP MET US AS REQUESTED; I.E., WE WANTED THE TRUCKS AND GOT NONE. IT WAS LATE EVENING. THIS IS AN FAR 121 CERTIFIED ACR ARPT WITH ACR SCHEDULED OPS. NEEDLESS TO SAY, I WAS SHOCKED AT THE LACK OF RESPONSE AND VOWED NOT TO LAND HERE IN AN EMER AGAIN. I HAVE HAD CONVERSATIONS WITH LCL PERSONS WHO ALSO RELATE THEIR IMPRESSION OF CRASH FIRE RESCUE AS POOR DUE TO ARPT MGMNT. ADDITIONALLY, THIS ARPT HAS NOT HAD THE REQUIRED DISASTER DRILL FAR'S REQUIRE EVERY 3 YRS MINIMUM, WITH ALL PARTIES INVOLVED PARTICIPATING, IN MORE THAN 5 YRS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATED THAT OTHER PLTS HAD TOLD HIM THAT THEY HAD THE SAME EXPERIENCE WITH LITTLE OR NO EMER EQUIP RESPONSE WHEN IT WAS REQUESTED. ARPT MGR DOES NOT RETURN HIS CALLS. RPTR HAS A COPY OF REX HARDY'S CALLBACK BOOK.
