Narrative:
We were cleared for the VOR runway 33 approach at saf from 13000' at about 10 DME from saf by ZAB. As we descended for the approach, saf tower sent a VFR aircraft (small aircraft Y) to do the same approach (after we reported VOR outbnd) at 9000'. I had to take the controls from my student to dive below the other aircraft. There was no coordination between tower and center with respect to altitudes.
