Narrative:
I was flying VFR to buchanan field and was on approach with travis. Travis asked me if I had the field in sight at about 15 DME from ccr. I responded with a negative, but was looking. Again at 10 DME and at 6 DME, my response was negative. At 6 DME I asked travis for a vector to buchanan. He responded with 9 O'clock and asked if I was INS rated. I responded I was, but not current. Travis then turned me over to buchanan tower who cleared me to land and report 2 mi final. I reported 2 mi final with no response from the tower. I reported again and then became aware that another aircraft was on final also doing VOR approachs. I looked over to my right (3 O'clock) and saw a low wind single engine small aircraft Y at my altitude. The tower told the other aircraft to go around. The tower asked me if travis told me about the plane (when I landed). I said, 'I don't think so,' to which I should have said, 'negative.' travis should have given me vectors immediately when I couldn't find the airport at 10 DME (he turned me over to 6 DME, which was about 4 mi from the airport). Buchanan tower should not have cleared me to land until my exact location was established. Buchanan tower should have given me a 360 degree turn as soon as I reported my position.

Title: NMAC BETWEEN 2 SMA'S AT CCR.
Narrative: I WAS FLYING VFR TO BUCHANAN FIELD AND WAS ON APCH WITH TRAVIS. TRAVIS ASKED ME IF I HAD THE FIELD IN SIGHT AT ABOUT 15 DME FROM CCR. I RESPONDED WITH A NEGATIVE, BUT WAS LOOKING. AGAIN AT 10 DME AND AT 6 DME, MY RESPONSE WAS NEGATIVE. AT 6 DME I ASKED TRAVIS FOR A VECTOR TO BUCHANAN. HE RESPONDED WITH 9 O'CLOCK AND ASKED IF I WAS INS RATED. I RESPONDED I WAS, BUT NOT CURRENT. TRAVIS THEN TURNED ME OVER TO BUCHANAN TWR WHO CLRED ME TO LAND AND RPT 2 MI FINAL. I RPTED 2 MI FINAL WITH NO RESPONSE FROM THE TWR. I RPTED AGAIN AND THEN BECAME AWARE THAT ANOTHER ACFT WAS ON FINAL ALSO DOING VOR APCHS. I LOOKED OVER TO MY RIGHT (3 O'CLOCK) AND SAW A LOW WIND SINGLE ENG SMA Y AT MY ALT. THE TWR TOLD THE OTHER ACFT TO GO AROUND. THE TWR ASKED ME IF TRAVIS TOLD ME ABOUT THE PLANE (WHEN I LANDED). I SAID, 'I DON'T THINK SO,' TO WHICH I SHOULD HAVE SAID, 'NEGATIVE.' TRAVIS SHOULD HAVE GIVEN ME VECTORS IMMEDIATELY WHEN I COULDN'T FIND THE ARPT AT 10 DME (HE TURNED ME OVER TO 6 DME, WHICH WAS ABOUT 4 MI FROM THE ARPT).
