Narrative:

We were at 6000' MSL about 12 mi north of carmel VORTAC at 6000' on an IFR flight plan when a commuter light transport Y was climbing VFR off pou. He passed about 100' in front of us. We banked 30 degrees left to avoid a collision in hitting his tail. I called ZNY to tell him about the traffic. He said he had nothing on radar until about 30 seconds after the incident then he had the traffic at 7100' climbing.
