Narrative:
We arrived at the aircraft about xx:10 in mke for flight to mem. Ground control said the RVR was hovering around 600' RVR and the ATIS was advising runway 07 departures. We told ground that we could not use runway 07 with that visibility. Ground then gave us the three RVR's for runways 1L and 19R all of which were above 600'. We asked for the wind (calm) and decided on runway 19R after consulting the 10-9A. Arriving at runway 19R, after a departing medium large transport, we were cleared into position and hold and advised the TDZ RVR was 1000'. We asked for the mid and rollout and were told that technically the only RVR for that runway was the TDZ. The first officer then asked for the RVR's for runway 1L and all three were above 600'. At this point, having been given takeoff clearance, I decided to takeoff and broke out about 600' AGL. Technically I think I was in violation of the FARS but common sense would tell you the visibility was adequate. Also the 10-9A for mke shows TDZ, mid and rollout RVR for both runways 1L and 19R.

Narrative: WE ARRIVED AT THE ACFT ABOUT XX:10 IN MKE FOR FLT TO MEM. GND CTL SAID THE RVR WAS HOVERING AROUND 600' RVR AND THE ATIS WAS ADVISING RWY 07 DEPS. WE ASKED FOR THE MID AND ROLLOUT AND WERE TOLD THAT TECHNICALLY THE ONLY RVR FOR THAT RWY WAS THE TDZ. THE F/O THEN ASKED FOR THE RVR'S FOR RWY 1L AND ALL THREE WERE ABOVE 600'. AT THIS POINT, HAVING BEEN GIVEN TKOF CLRNC, I DECIDED TO TKOF AND BROKE OUT ABOUT 600' AGL. TECHNICALLY I THINK I WAS IN VIOLATION OF THE FARS BUT COMMON SENSE WOULD TELL YOU THE VISIBILITY WAS ADEQUATE. ALSO THE 10-9A FOR MKE SHOWS TDZ, MID AND ROLLOUT RVR FOR BOTH RWYS 1L AND 19R.
