Narrative:
First flight of the day, ontario, ca. Copilot attempted to start APU. APU would not start, no egt, no overspd, no low oil pressure, or high oil temperature lights were observed. I assumed, because we had no indications that the circuit breaker in 'lower 41' was popped. In fact it was popped. A second attempt was now made, but I considered this to be the first attempt because of the popped circuit breaker. I was outside doing the 'walk around' and observed smoke coming from the APU tailpipe. The start was aborted, again no egt was observed. As a precaution I had ground personnel call the fire department and maintenance. Following the aborted start, the overspd light was illuminated and fuel was noted on the ramp. Although we considered 'the second attempt' to be the first attempted start (because of the popped circuit breaker) we did observe the 4 min rule. (This report is filed at the request of denver flight operations to supplement the irregularity report already filed).

Title: ACR MLG PIC FAILED TO FOLLOW PUBLISHED PROC FOR STARTING APU WHEN FIRST START ATTEMPT FAILS.
Narrative: FIRST FLT OF THE DAY, ONTARIO, CA. COPLT ATTEMPTED TO START APU. APU WOULD NOT START, NO EGT, NO OVERSPD, NO LOW OIL PRESSURE, OR HIGH OIL TEMP LIGHTS WERE OBSERVED. I ASSUMED, BECAUSE WE HAD NO INDICATIONS THAT THE CB IN 'LOWER 41' WAS POPPED. IN FACT IT WAS POPPED. A SECOND ATTEMPT WAS NOW MADE, BUT I CONSIDERED THIS TO BE THE FIRST ATTEMPT BECAUSE OF THE POPPED CB. I WAS OUTSIDE DOING THE 'WALK AROUND' AND OBSERVED SMOKE COMING FROM THE APU TAILPIPE.
