Narrative:
An overflt stop at FL200 looking for higher. Aircraft stop under an overflt at FL210. I turned the aircraft at FL200, 15 degrees left to pull him away from the FL210 overflt. The aircraft I turned 15 degrees left headed him in the flight path of an other FL200 overflt. I thought the aircraft I turned would get 5 mi with the FL210 overflt in time to climb above the FL200 traffic, but they didn't. I then turned other FL200 overflt to a 270 degree heading and the aircraft I had turned 15 degrees left to a 180 degree heading, but not in time. Sep was lost--3.8 mi.
