Narrative:
I regularly cross bronx eastbound and westbound, departing and arriving teb. On this night I xed the hudson north of the george washington bridge and climbed to 1400'. (The TCA floor is 1500' at this point). About one third across the bronx about yonkers raceway abeam to the north, an small transport passed close astern. I did not see the aircraft until too late to maneuver. He called on 120.8 after a handoff from lga and reported the near miss to the controller. I later spoke to lga tower. I was told that commercial commuter flts are cleared out of lga at 1400' and end up below the TCA over the bronx if there is a delay in the handoff. Corrective action. Lga tower should not assign air altitude less then 1500'. This will give lga aircraft another five mi inside the TCA before exiting a ring to outside the TCA, more time for a handoff. Otherwise, VFR traffic should be advised to fly lower than 1400'. (That is simply assurance the TCA has a floor of 1400' at that point).

Title: PVT SMT AND A COMMUTER SMT HAVE CLOSE NMAC JUST OUTSIDE THE NEW YORK TCA.
Narrative: I REGULARLY CROSS BRONX EBND AND WBND, DEPARTING AND ARRIVING TEB. ON THIS NIGHT I XED THE HUDSON N OF THE GEORGE WASHINGTON BRIDGE AND CLBED TO 1400'. (THE TCA FLOOR IS 1500' AT THIS POINT). ABOUT ONE THIRD ACROSS THE BRONX ABOUT YONKERS RACEWAY ABEAM TO THE N, AN SMT PASSED CLOSE ASTERN. I DID NOT SEE THE ACFT UNTIL TOO LATE TO MANEUVER. HE CALLED ON 120.8 AFTER A HDOF FROM LGA AND RPTED THE NEAR MISS TO THE CTLR. I LATER SPOKE TO LGA TWR. I WAS TOLD THAT COMMERCIAL COMMUTER FLTS ARE CLRED OUT OF LGA AT 1400' AND END UP BELOW THE TCA OVER THE BRONX IF THERE IS A DELAY IN THE HDOF. CORRECTIVE ACTION. LGA TWR SHOULD NOT ASSIGN AIR ALT LESS THEN 1500'. THIS WILL GIVE LGA ACFT ANOTHER FIVE MI INSIDE THE TCA BEFORE EXITING A RING TO OUTSIDE THE TCA, MORE TIME FOR A HDOF. OTHERWISE, VFR TFC SHOULD BE ADVISED TO FLY LOWER THAN 1400'. (THAT IS SIMPLY ASSURANCE THE TCA HAS A FLOOR OF 1400' AT THAT POINT).
