Narrative:
Unable to complete flight as planned/filed due to unforecasted/reported headwind/turbulence in excess of 100 KTS, ground speed for 2 hours less than 25000 mph with indicated 110 KTS. Failure of static system required use of altitude static source, altitude deviations reported by ATC not detectable by aircraft INS, vsi/altitude, airspeed. Numerous other aircraft reporting headwind turbulence to ATC, yet no pilot reports provided by FSS redmond. DME disclosed lack of flight progress making corrective action necessary. Unable to continue track on arwy to lmt VORTAC/airport due to impending fuel exhaustion. After 2 hours flight 3 hours fuel remained. Estimated G/south of 25 KTS put lmt 3+ hours away necessitating change in flight plan. Action taken on observing VFR corridor down through broken clouds, excessive descent profile 2000 FPM required. In cruise conditions headwind/turbulence light/mod produce various attitude and altitude deviation in excess of 100' IFR tolerance. Passenger reported severe head pain at 13000' due to sinus congestion exacerbated by 2+ hours at altitude west/O pressurization. Aircraft performance marginal at 13000'. FSS should have advised of headwind. ATC should have provided advisory of wind. Usability of lmt VORTAC nonexistent, no advisory. Lack of O2 not a factor. Successful completion of 4.1 hour flight to lmt/continuing to O17. Tested pilotage skills greatly.
