Narrative:

I was working ground control. A security veh was dispatched to clean up a dead animal on runway 24L. The veh was cleared onto the runway west/O coordination with the tower controller. The tower controller cleared small transport X for takeoff on runway 24L, not seeing the veh on the runway. The small transport X passed over the top of the veh by about 500' 1/2 way down the runway. This situation could have been avoided with the proper coordination between the ground and tower controllers, and by the tower controller seeing the veh before clearing the aircraft.

Title: SMT X HAD LESS THAN STANDARD SEPARATION FROM VEHICLE ON RWY. SYSTEM ERROR.

Narrative: I WAS WORKING GND CTL. A SECURITY VEH WAS DISPATCHED TO CLEAN UP A DEAD ANIMAL ON RWY 24L. THE VEH WAS CLRED ONTO THE RWY W/O COORD WITH THE TWR CTLR. THE TWR CTLR CLRED SMT X FOR TKOF ON RWY 24L, NOT SEEING THE VEH ON THE RWY. THE SMT X PASSED OVER THE TOP OF THE VEH BY ABOUT 500' 1/2 WAY DOWN THE RWY. THIS SITUATION COULD HAVE BEEN AVOIDED WITH THE PROPER COORD BTWN THE GND AND TWR CTLRS, AND BY THE TWR CTLR SEEING THE VEH BEFORE CLRING THE ACFT.
