Narrative:

During moderate traffic, tower staffing was reduced from 3 to 2 to accommodate random drug testing. I was relieved on local control during a difficult traffic situation in order to provide a specimen. To impose the additional workload of a position relief briefing during moderate, difficult traffic merely to accommodate the drug testing program is unwise.

Title: POSITION RELIEF BRIEFING AND RELIEF FOR FAA POLICY RANDOM DRUG TESTING.

Narrative: DURING MODERATE TFC, TWR STAFFING WAS REDUCED FROM 3 TO 2 TO ACCOMMODATE RANDOM DRUG TESTING. I WAS RELIEVED ON LCL CTL DURING A DIFFICULT TFC SITUATION IN ORDER TO PROVIDE A SPECIMEN. TO IMPOSE THE ADDITIONAL WORKLOAD OF A POS RELIEF BRIEFING DURING MODERATE, DIFFICULT TFC MERELY TO ACCOMMODATE THE DRUG TESTING PROGRAM IS UNWISE.
