Narrative:

I landed at an apparently closed airport 0g7. There was no X on the runway 36. I was informed of airport being closed by personnel at the airport. A few mins later I confirmed a NOTAM to this effect by calling burlington FSS. I wrote a narrative account of what happened to the local GADO office rochester, ny, which I enclosed. Dear inspector, on may tues, 1990, I departed D93 airport at xx:45 am to begin a VFR trip to indianapolis, in, to attend a medical conference. I determined the trip would take about 3 hours and I had about 3 1/2 hours of fuel on board. I had known previously that the seneca falls airport was to have been closed, but knew that construction had been delayed several weeks because of extremely wet WX. As recently as the end of the week of may and through day may planned airport construction had still not begun. I flew towards the seneca falls airport from D93, 3 mi away. As I approached 0g7 entering downwind, left base, and final I saw a pick-up truck at the end of runway 36 off to the left I'd estimate was partly on the macadam and on the grass. I continued on final planning a full flaps 60 KT short landing in my small aircraft. I noticed there was no indication on the end of the runway or beside the runway indicating the runway was closed. The entire length of the runway appeared completely clear. I proceeded to land and taxi towards the gas pumps. My landing took about the first 800' of runway 36. I landed well past the truck and turned off at the gas pumps. By end of runway 36 I mean the south approach to runway 36. Immediately 2 pick-up trucks and several men raced towards my plane. As I taxied to a stop and got out of my plane one of the men, approached me yelling profanities and threatening to seriously injure me. I tried to settle him down by apologizing to him for whatever he thought I had done. He was extremely agitated, visibly shaking, and smoking a cigarette. After I had settled him down quite a bit he said I almost hit him and didn't I know the airport was closed. I tried to assure him that I had made a standard approach and landing, but he continued to yell and threaten me. The other 4 men stood by quietly listening. I suggested that if they thought I had incurred an FAA infraction they had every right to report this but they had no right to hold me hostage, which they did for over 1 1/2 hours. Finally at the request of the state police, and a sheriff's deputy they moved their two pick-up trucks and allowed me to depart. My objective in landing at 0g7 was to have adequate gas to complete safely a VFR trip to indianapolis. I had watched am WX and the WX channel that morning at 6:45 am. I had not called flight service at D93, because of no public phone. After landing at 0g7 I talked to burlington flight services and learned of the NOTAM that described 0g7 'closed till august' and that it is the airport manager that closes the airport. My suggestion would be that if an airport is to be closed then an 'X' should be on the runway. I'm enclosing a picture that I took about 15 mins after I landed. I believe that when I landed there was no designation on the grass or runway 36 and that the one streamer seen was placed on the runway after I landed and was taxiing. I have several other photos yet to be developed that show the entire clear runway and the 'hostage drama taking place' if you would like any further photos.

Title: SMA PLT LANDS AT CLOSED NON-TWR ARPT.

Narrative: I LANDED AT AN APPARENTLY CLOSED ARPT 0G7. THERE WAS NO X ON THE RWY 36. I WAS INFORMED OF ARPT BEING CLOSED BY PERSONNEL AT THE ARPT. A FEW MINS LATER I CONFIRMED A NOTAM TO THIS EFFECT BY CALLING BURLINGTON FSS. I WROTE A NARRATIVE ACCOUNT OF WHAT HAPPENED TO THE LCL GADO OFFICE ROCHESTER, NY, WHICH I ENCLOSED. DEAR INSPECTOR, ON MAY TUES, 1990, I DEPARTED D93 ARPT AT XX:45 AM TO BEGIN A VFR TRIP TO INDIANAPOLIS, IN, TO ATTEND A MEDICAL CONFERENCE. I DETERMINED THE TRIP WOULD TAKE ABOUT 3 HRS AND I HAD ABOUT 3 1/2 HRS OF FUEL ON BOARD. I HAD KNOWN PREVIOUSLY THAT THE SENECA FALLS ARPT WAS TO HAVE BEEN CLOSED, BUT KNEW THAT CONSTRUCTION HAD BEEN DELAYED SEVERAL WKS BECAUSE OF EXTREMELY WET WX. AS RECENTLY AS THE END OF THE WK OF MAY AND THROUGH DAY MAY PLANNED ARPT CONSTRUCTION HAD STILL NOT BEGUN. I FLEW TOWARDS THE SENECA FALLS ARPT FROM D93, 3 MI AWAY. AS I APCHED 0G7 ENTERING DOWNWIND, L BASE, AND FINAL I SAW A PICK-UP TRUCK AT THE END OF RWY 36 OFF TO THE L I'D ESTIMATE WAS PARTLY ON THE MACADAM AND ON THE GRASS. I CONTINUED ON FINAL PLANNING A FULL FLAPS 60 KT SHORT LNDG IN MY SMA. I NOTICED THERE WAS NO INDICATION ON THE END OF THE RWY OR BESIDE THE RWY INDICATING THE RWY WAS CLOSED. THE ENTIRE LENGTH OF THE RWY APPEARED COMPLETELY CLR. I PROCEEDED TO LAND AND TAXI TOWARDS THE GAS PUMPS. MY LNDG TOOK ABOUT THE FIRST 800' OF RWY 36. I LANDED WELL PAST THE TRUCK AND TURNED OFF AT THE GAS PUMPS. BY END OF RWY 36 I MEAN THE S APCH TO RWY 36. IMMEDIATELY 2 PICK-UP TRUCKS AND SEVERAL MEN RACED TOWARDS MY PLANE. AS I TAXIED TO A STOP AND GOT OUT OF MY PLANE ONE OF THE MEN, APCHED ME YELLING PROFANITIES AND THREATENING TO SERIOUSLY INJURE ME. I TRIED TO SETTLE HIM DOWN BY APOLOGIZING TO HIM FOR WHATEVER HE THOUGHT I HAD DONE. HE WAS EXTREMELY AGITATED, VISIBLY SHAKING, AND SMOKING A CIGARETTE. AFTER I HAD SETTLED HIM DOWN QUITE A BIT HE SAID I ALMOST HIT HIM AND DIDN'T I KNOW THE ARPT WAS CLOSED. I TRIED TO ASSURE HIM THAT I HAD MADE A STANDARD APCH AND LNDG, BUT HE CONTINUED TO YELL AND THREATEN ME. THE OTHER 4 MEN STOOD BY QUIETLY LISTENING. I SUGGESTED THAT IF THEY THOUGHT I HAD INCURRED AN FAA INFRACTION THEY HAD EVERY RIGHT TO RPT THIS BUT THEY HAD NO RIGHT TO HOLD ME HOSTAGE, WHICH THEY DID FOR OVER 1 1/2 HRS. FINALLY AT THE REQUEST OF THE STATE POLICE, AND A SHERIFF'S DEPUTY THEY MOVED THEIR TWO PICK-UP TRUCKS AND ALLOWED ME TO DEPART. MY OBJECTIVE IN LNDG AT 0G7 WAS TO HAVE ADEQUATE GAS TO COMPLETE SAFELY A VFR TRIP TO INDIANAPOLIS. I HAD WATCHED AM WX AND THE WX CHANNEL THAT MORNING AT 6:45 AM. I HAD NOT CALLED FLT SVC AT D93, BECAUSE OF NO PUBLIC PHONE. AFTER LNDG AT 0G7 I TALKED TO BURLINGTON FLT SVCS AND LEARNED OF THE NOTAM THAT DESCRIBED 0G7 'CLOSED TILL AUGUST' AND THAT IT IS THE ARPT MGR THAT CLOSES THE ARPT. MY SUGGESTION WOULD BE THAT IF AN ARPT IS TO BE CLOSED THEN AN 'X' SHOULD BE ON THE RWY. I'M ENCLOSING A PICTURE THAT I TOOK ABOUT 15 MINS AFTER I LANDED. I BELIEVE THAT WHEN I LANDED THERE WAS NO DESIGNATION ON THE GRASS OR RWY 36 AND THAT THE ONE STREAMER SEEN WAS PLACED ON THE RWY AFTER I LANDED AND WAS TAXIING. I HAVE SEVERAL OTHER PHOTOS YET TO BE DEVELOPED THAT SHOW THE ENTIRE CLR RWY AND THE 'HOSTAGE DRAMA TAKING PLACE' IF YOU WOULD LIKE ANY FURTHER PHOTOS.
