Narrative:
On a scheduled flight from cae to clt an aft cargo door was determined to be open on the takeoff roll at approximately 100 KTS by way of annunciator panel light. The captain elected to continue the takeoff. The takeoff was normal and we stayed in the airport traffic pattern and returned for a normal landing. When we returned to the gate the aft cargo door was wide open. Maintenance was called and they were able to secure the door and programmed the door light switch to be changed. This short flight began normally. We used all required checklists. These checklists included 2 opportunities for the cockpit crew to have found the aft cargo light on. Once on the after start and once on the before takeoff checklist. I found the light on during my third check during normal runway procedures. The captain and I were very certain that we had checked the door lights. The baggage handlers were sure that they had secured the aft cargo door. The only recommendation I can make is that the ground crew rechk all doors both visually and physically before it is allowed to taxi. The main reason I elected to complete this form is in the event of possible FAA action.

Title: ACR MLG CARGO DOOR LIGHT IS ILLUMINATED ON TKOF ROLL AT 100 KTS. CAPT ELECTS TO CONTINUE TKOF AND RETURNS TO LAND. REPORTER MAINTAIN THAT LIGHTS WERE CHECKED AS PER CHECKLISTS.

THE TKOF WAS NORMAL AND WE STAYED IN THE ARPT TFC PATTERN AND RETURNED FOR A NORMAL LNDG. WHEN WE RETURNED TO THE GATE THE AFT CARGO DOOR WAS WIDE OPEN. MAINT WAS CALLED AND THEY WERE ABLE TO SECURE THE DOOR AND PROGRAMMED THE DOOR LIGHT SWITCH TO BE CHANGED. THIS SHORT FLT BEGAN NORMALLY. WE USED ALL REQUIRED CHKLISTS. THESE CHKLISTS INCLUDED 2 OPPORTUNITIES FOR THE COCKPIT CREW TO HAVE FOUND THE AFT CARGO LIGHT ON. ONCE ON THE AFTER START AND ONCE ON THE BEFORE TKOF CHKLIST. I FOUND THE LIGHT ON DURING MY THIRD CHK DURING NORMAL RWY PROCS. THE CAPT AND I WERE VERY CERTAIN THAT WE HAD CHKED THE DOOR LIGHTS. THE BAGGAGE HANDLERS WERE SURE THAT THEY HAD SECURED THE AFT CARGO DOOR. THE ONLY RECOMMENDATION I CAN MAKE IS THAT THE GND CREW RECHK ALL DOORS BOTH VISUALLY AND PHYSICALLY BEFORE IT IS ALLOWED TO TAXI. THE MAIN REASON I ELECTED TO COMPLETE THIS FORM IS IN THE EVENT OF POSSIBLE FAA ACTION.
