Narrative:
I was working the wooly departure sector at bwi approach control. I was controling air carrier X. The aircraft had just entered my airspace at 5000'. I initiated a climb to 7000' although air carrier X was about a half mi from the area that I 'own' that altitude. At the same time arrival controller at dca approach control was working aircraft Y descending to 6000' which strayed from his airspace into mine. I leveled off air carrier X at 5500' and the dca controller turned his aircraft due westbound (air carrier X was due northbound) to pass behind air carrier X. Sep decreased to 2 mi and 500', as opposed to the required 3 mi or 1000' requirement.

Title: ACR X HAD LESS THAN STANDARD SEPARATION FROM ACFT Y. SYSTEM ERROR.
Narrative: I WAS WORKING THE WOOLY DEP SECTOR AT BWI APCH CTL. I WAS CTLING ACR X. THE ACFT HAD JUST ENTERED MY AIRSPACE AT 5000'.
