Narrative:

Approximately 6-7 mi from robert intersection, ATC advised us to 'turn right heading 270 degree'. Reply was 'unable right turn due to WX'. Frequency was very busy and no reply was heard to our transmission. We were IMC in and out of clouds at 9000'. At this time, ATC cleared an air carrier widebody transport to descend to 8000'. Several mins later we saw the aircraft at 12 O'clock and about 1 mi descending ahead of us. Upon reaching robert intersection, I asked ATC for a heading. The controller became very excited and said our heading was supposed to be 270 degrees. I informed him again we were unable to turn right due to WX. At this time she issued a traffic alert for traffic 12 O'clock and less than 1 mi. Also indicated a right turn to 310 degrees was necessary. Due to controller obviously excited xmissions we turned right to new heading even though radar showed an active level 3 cell. After 1-2 mins in moderate turbulence and heavy rain, controller directed left turn to intercept the localizer. Once again we were unable to due to WX. After short discussion new instructions were to turn right approximately 300 degrees to a heading to intercept. Controller apologized for mishearing our initial reply.

Title: POTENTIAL CONFLICT ENSUES AS ACR LTT PIC DOES NOT ACCEPT ATC DIRECTION ON VECTOR DUE TO WX AVOIDANCE CONSIDERATIONS.

WE WERE IMC IN AND OUT OF CLOUDS AT 9000'. AT THIS TIME, ATC CLRED AN ACR WDB TO DSND TO 8000'. SEVERAL MINS LATER WE SAW THE ACFT AT 12 O'CLOCK AND ABOUT 1 MI DSNDING AHEAD OF US. UPON REACHING ROBERT INTXN, I ASKED ATC FOR A HDG. THE CTLR BECAME VERY EXCITED AND SAID OUR HDG WAS SUPPOSED TO BE 270 DEGS. I INFORMED HIM AGAIN WE WERE UNABLE TO TURN R DUE TO WX. AT THIS TIME SHE ISSUED A TFC ALERT FOR TFC 12 O'CLOCK AND LESS THAN 1 MI. ALSO INDICATED A R TURN TO 310 DEGS WAS NECESSARY. DUE TO CTLR OBVIOUSLY EXCITED XMISSIONS WE TURNED R TO NEW HDG EVEN THOUGH RADAR SHOWED AN ACTIVE LEVEL 3 CELL. AFTER 1-2 MINS IN MODERATE TURB AND HEAVY RAIN, CTLR DIRECTED L TURN TO INTERCEPT THE LOC. ONCE AGAIN WE WERE UNABLE TO DUE TO WX.
