Narrative:

Both pilot and copilot thought they heard center clear the aircraft from 10000 to 21000'. Copilot responded 'out of 10 for 21000' on the radio, and placed 21000' in the altitude alert. Climbing through 12700', center asked us what altitude we were climbing to. We responded, 'to FL210.' center then asked us to level at 13000', and we did. To our recollection, the controller never said that we should have leveled at 12000', but this is what we were lead to believe. At this time, we do not know if we violated an altitude but we do sense some miscom. To our knowledge, there was no conflict, and th flight continued with no discussion of the incident between the aircraft and controller.
