Narrative:
I requested and was granted takeoff clearance form the control tower to depart on runway 21. Another aircraft (small aircraft) was doing touch and go lndgs on runway 17, which is located approximately 80% toward the departure end of runway 21. As I turned onto the runway for departure, I noticed that the small aircraft was about to touch down on runway 17. It looked to me that if I took off there might be a traffic conflict, so I told the tower that I was 'rolling' on runway 21. The controller acknowledged my comment. As I rotated, I noticed that the small aircraft was also rotating for takeoff, and that our paths might cross at the intersection of both runways. At approximately 100' AGL, I initiated a left turn so as not to cross the other aircraft's path, and asked the controller what the other aircraft was doing. (The other aircraft had been cleared for a touch and go, with right-hand traffic.) I informed the tower that, in my opinion, a conflict existed; however, he told me that since he (controller) had us both in sight, no conflict existed. I believe that the controller was trying to accommodate both aircraft, but should have held me in position until more sep was available.
Original NASA ASRS Text
Title: SMT CLEARED FOR TKOF AS SMA DOING TOUCH AND GO'S ALSO CLEARED. NMAC AT LIFTOFF.
Narrative: I REQUESTED AND WAS GRANTED TKOF CLRNC FORM THE CTL TWR TO DEPART ON RWY 21. ANOTHER ACFT (SMA) WAS DOING TOUCH AND GO LNDGS ON RWY 17, WHICH IS LOCATED APPROX 80% TOWARD THE DEP END OF RWY 21. AS I TURNED ONTO THE RWY FOR DEP, I NOTICED THAT THE SMA WAS ABOUT TO TOUCH DOWN ON RWY 17. IT LOOKED TO ME THAT IF I TOOK OFF THERE MIGHT BE A TFC CONFLICT, SO I TOLD THE TWR THAT I WAS 'ROLLING' ON RWY 21. THE CTLR ACKNOWLEDGED MY COMMENT. AS I ROTATED, I NOTICED THAT THE SMA WAS ALSO ROTATING FOR TKOF, AND THAT OUR PATHS MIGHT CROSS AT THE INTXN OF BOTH RWYS. AT APPROX 100' AGL, I INITIATED A LEFT TURN SO AS NOT TO CROSS THE OTHER ACFT'S PATH, AND ASKED THE CTLR WHAT THE OTHER ACFT WAS DOING. (THE OTHER ACFT HAD BEEN CLRED FOR A TOUCH AND GO, WITH RIGHT-HAND TFC.) I INFORMED THE TWR THAT, IN MY OPINION, A CONFLICT EXISTED; HOWEVER, HE TOLD ME THAT SINCE HE (CTLR) HAD US BOTH IN SIGHT, NO CONFLICT EXISTED. I BELIEVE THAT THE CTLR WAS TRYING TO ACCOMMODATE BOTH ACFT, BUT SHOULD HAVE HELD ME IN POS UNTIL MORE SEP WAS AVAILABLE.
