Narrative:

There were numerous aircraft in the vicinity of the VOR. I was training a spi nd monitoring several aircraft. I did not see the other small aircraft until it appeared at my 11 O'clock position. I immediately initiated a climbing left turn (other aircraft was crossing left to right), missing the other aircraft by 100'. The other aircraft did no appear to take any evasive action. My altitude was 2500' and I believe the other was in a climb at the time of the incident. Bwi approach was too busy to provide advisories at this time of day. Targets were so numerous that advisories may not have been useful. Training airspace with a published (on charts) CTAF would be useful in avoiding this type of incident. Of the various (4-5) aircraft in the vicinity of EMI, we were not able to communicate with any of them.

Title: TRAINING FLT IN SMA HAS NMAC WITH SECOND PLANE IN PRACTICE AREA.

Narrative: THERE WERE NUMEROUS ACFT IN THE VICINITY OF THE VOR. I WAS TRNING A SPI ND MONITORING SEVERAL ACFT. I DID NOT SEE THE OTHER SMA UNTIL IT APPEARED AT MY 11 O'CLOCK POS. I IMMEDIATELY INITIATED A CLBING LEFT TURN (OTHER ACFT WAS XING LEFT TO RIGHT), MISSING THE OTHER ACFT BY 100'. THE OTHER ACFT DID NO APPEAR TO TAKE ANY EVASIVE ACTION. MY ALT WAS 2500' AND I BELIEVE THE OTHER WAS IN A CLB AT THE TIME OF THE INCIDENT. BWI APCH WAS TOO BUSY TO PROVIDE ADVISORIES AT THIS TIME OF DAY. TARGETS WERE SO NUMEROUS THAT ADVISORIES MAY NOT HAVE BEEN USEFUL. TRNING AIRSPACE WITH A PUBLISHED (ON CHARTS) CTAF WOULD BE USEFUL IN AVOIDING THIS TYPE OF INCIDENT. OF THE VARIOUS (4-5) ACFT IN THE VICINITY OF EMI, WE WERE NOT ABLE TO COMMUNICATE WITH ANY OF THEM.
