Narrative:

On 6/wed/90 at approximately XX23 hours local, there was a near miss between small transport and large transport over biscayne bay. The small transport was crewed by 2 senior command pilots, PIC mr. B and sic mr. C. At X15 hours local the aircraft was scrambled on an 'iron crown' mission. This was the second launch this day, so pilot mr. C was flying from the right seat. We were directed to takeoff and head southeast. The customs aircraft did a normal scramble takeoff from runway 5 at homestead AFB. After completing the after takeoff and climb checklists, the small transport took up a heading of 125 degrees and went from homestead tower to C3I (communications command and control center). After establishing communications, C3I acknowledged they had radar contact with us and directed us to proceed southeast and remain south of the 120 degree right of biscayne. About this time pilot mr. C saw an medium large transport in the area of ocean reef airport at our altitude. I glanced at the altimeter and observed we were climbing through 5300'. The large transport was head straight for us and appeared to be taking no avoiding action. The small transport initiated a climbing right turn and questioned if the large transport had seen us. The large transport passed under the small transport by about 200-300'. At this point I immediately called C3I and asked for a watch supervisor. I explained what had just transpired and told them to expect a near miss report from an airliner. Cei said they did not see the large transport and a check with mia approach said they had us on radar and saw no problem. Corrective action: if both aircraft were talking to mia approach, this would never have happened. It is obvious that C3I cannot give advisories or control an aircraft.

Title: NON MIL GOV ACFT TOOK EVASIVE ACTION TO AVOID A MIDAIR COLLISION WITH ANOTHER ACFT.

Narrative: ON 6/WED/90 AT APPROX XX23 HRS LCL, THERE WAS A NEAR MISS BTWN SMT AND LGT OVER BISCAYNE BAY. THE SMT WAS CREWED BY 2 SENIOR COMMAND PLTS, PIC MR. B AND SIC MR. C. AT X15 HRS LCL THE ACFT WAS SCRAMBLED ON AN 'IRON CROWN' MISSION. THIS WAS THE SECOND LAUNCH THIS DAY, SO PLT MR. C WAS FLYING FROM THE RIGHT SEAT. WE WERE DIRECTED TO TKOF AND HEAD SE. THE CUSTOMS ACFT DID A NORMAL SCRAMBLE TKOF FROM RWY 5 AT HOMESTEAD AFB. AFTER COMPLETING THE AFTER TKOF AND CLB CHKLISTS, THE SMT TOOK UP A HDG OF 125 DEGS AND WENT FROM HOMESTEAD TWR TO C3I (COMS COMMAND AND CTL CENTER). AFTER ESTABLISHING COMS, C3I ACKNOWLEDGED THEY HAD RADAR CONTACT WITH US AND DIRECTED US TO PROCEED SE AND REMAIN S OF THE 120 DEG R OF BISCAYNE. ABOUT THIS TIME PLT MR. C SAW AN MLG IN THE AREA OF OCEAN REEF ARPT AT OUR ALT. I GLANCED AT THE ALTIMETER AND OBSERVED WE WERE CLBING THROUGH 5300'. THE LGT WAS HEAD STRAIGHT FOR US AND APPEARED TO BE TAKING NO AVOIDING ACTION. THE SMT INITIATED A CLBING RIGHT TURN AND QUESTIONED IF THE LGT HAD SEEN US. THE LGT PASSED UNDER THE SMT BY ABOUT 200-300'. AT THIS POINT I IMMEDIATELY CALLED C3I AND ASKED FOR A WATCH SUPVR. I EXPLAINED WHAT HAD JUST TRANSPIRED AND TOLD THEM TO EXPECT A NEAR MISS RPT FROM AN AIRLINER. CEI SAID THEY DID NOT SEE THE LGT AND A CHK WITH MIA APCH SAID THEY HAD US ON RADAR AND SAW NO PROB. CORRECTIVE ACTION: IF BOTH ACFT WERE TALKING TO MIA APCH, THIS WOULD NEVER HAVE HAPPENED. IT IS OBVIOUS THAT C3I CANNOT GIVE ADVISORIES OR CTL AN ACFT.
