Narrative:
Aircraft had 2 MEL's on it. Pack 1 was inoperative and the ram air dampers. On initial climb out; we received a bleed 2 overpressure. The QRH procedure was run and [it] did not reset the message. We continued the QRH procedure which led us to use crossbleed which didn't work. The procedure led up to [a landing] at the nearest suitable airport. Because pack 1 was inoperative we had no pressurization as well since we lost pack 2 with the bleed overpress and crossbleeding didn't work. The aircraft had a history of bleed 2 overpressure.
