Narrative:
While climbing through FL220; master warning light illuminated and indicated cabin altitude of 10;000 feet then pack 1 and 2 vlv fail illuminated. Executed an immediate decent to arrest the cabin climb. While trying to advise ATC of the change in altitude assignment I was consistently informed by center that he was talking on 4 frequencies and to wait. After 4 attempts to advise I was in an immediate decent; I notified ATC and descended to 13;000 and ran my checklists for the mechanical issues. Once the checks were complete we were able to reset the packs and the cabin returned to normal pressure. We landed at ZZZ with no further incidents. Pack vlv failure. Have ATC not talk on multiple frequencies at once during high traffic times.
