Narrative:
Fgt X was on an opp direction IFR approach and did not get switched from ZKC to sln tower until on a 1 mi final. Evasive action was required of an atx Y departing runway 17. ZKC was 'busy' with thunderstorms in the area, and has no radar coverage in the sln area. This is why the situation occurred. It is common at salina.

Title: FGT X HAD NMAC, LESS THAN STANDARD SEPARATION FROM ATX Y. SYSTEM ERROR.
Narrative: FGT X WAS ON AN OPP DIRECTION IFR APCH AND DID NOT GET SWITCHED FROM ZKC TO SLN TWR UNTIL ON A 1 MI FINAL. EVASIVE ACTION WAS REQUIRED OF AN ATX Y DEPARTING RWY 17.
