Narrative:
On 6/xx/90 at approximately xx:23 local a VFR small aircraft X's first call to eyw tower was when he was 1/4 mi south of the eyw tower, already established on right downwind to runway 9 (the active runway). At the same time an small aircraft Y was on a right downwind departure off of runway 9. He appeared to turn to avoid the small aircraft X. The small aircraft X was being worked by nqx IFR approach prior to calling eyw. No coordination was done to allow the small aircraft X to enter the eyw air traffic area west/O calling what we call a 'late turnover.'

Title: ACFT ENTERED THE ATA WITHOUT BEING COORDINATED WITH THE ATCT LCL CTLR.
Narrative: ON 6/XX/90 AT APPROX XX:23 LCL A VFR SMA X'S FIRST CALL TO EYW TWR WAS WHEN HE WAS 1/4 MI S OF THE EYW TWR, ALREADY ESTABLISHED ON RIGHT DOWNWIND TO RWY 9 (THE ACTIVE RWY). AT THE SAME TIME AN SMA Y WAS ON A RIGHT DOWNWIND DEP OFF OF RWY 9. HE APPEARED TO TURN TO AVOID THE SMA X. THE SMA X WAS BEING WORKED BY NQX IFR APCH PRIOR TO CALLING EYW. NO COORD WAS DONE TO ALLOW THE SMA X TO ENTER THE EYW ATA W/O CALLING WHAT WE CALL A 'LATE TURNOVER.'
