Narrative:

I believe a policy used by phl clearance delivery will sooner or later lead to an aircraft flying a departure route that ATC isn't expecting, with potentially disastrous results. Clrncs are read as 'phl 5, maintain 5000,' etc. We are never told, 'as filed,' to verify our route. This is the only airport I know of that does this in the entire nation. I expect that it is only a matter of time before there is a different route that is neglected to be read by the controller because they do not have the mental key of 'as filed' in their delivery to trigger the change in the assigned route. We all have enough lapses in standardization as it is west/O having it be official policy of a given tower chief or facility instrument to reinvent the wheel.

Narrative: I BELIEVE A POLICY USED BY PHL CLRNC DELIVERY WILL SOONER OR LATER LEAD TO AN ACFT FLYING A DEP RTE THAT ATC ISN'T EXPECTING, WITH POTENTIALLY DISASTROUS RESULTS. CLRNCS ARE READ AS 'PHL 5, MAINTAIN 5000,' ETC. WE ARE NEVER TOLD, 'AS FILED,' TO VERIFY OUR RTE. THIS IS THE ONLY ARPT I KNOW OF THAT DOES THIS IN THE ENTIRE NATION. I EXPECT THAT IT IS ONLY A MATTER OF TIME BEFORE THERE IS A DIFFERENT RTE THAT IS NEGLECTED TO BE READ BY THE CTLR BECAUSE THEY DO NOT HAVE THE MENTAL KEY OF 'AS FILED' IN THEIR DELIVERY TO TRIGGER THE CHANGE IN THE ASSIGNED RTE. WE ALL HAVE ENOUGH LAPSES IN STANDARDIZATION AS IT IS W/O HAVING IT BE OFFICIAL POLICY OF A GIVEN TWR CHIEF OR FAC INSTR TO REINVENT THE WHEEL.
