Narrative:
After takeoff first officer failed. I took control of aircraft and we requested vectors back to mia. While abeam homestead AFB on 360 degree heading climbing from 4000' to 6000', ATC called traffic at 10 O'clock. First officer reported traffic at 12 0'clock. I immediately pushed the nose down and traffic passed about 100' directly over us. I am convinced that if I had not taken immediate evasive action that we would have collided with the other aircraft. Other aircraft was an small transport jet operated by the government. It is painted light blue and is difficult to see. They did not have any lights on. I had on my landing lights, turn off lights, wing lights, strobe lights, navigation lights and beacon. In other words, I was under positive control by mia departure control and was using every means available to me to be seen and yet if ATC had not called the traffic or if my first officer hadn't spotted it (I was looking at 10 O'clock) I probably wouldn't be here to write this report.

Title: AIR CARRIER FLT WITH INSTRUMENT PROBLEM RETURNING TO MIA HAD NMAC WITH SMT TWIN JET ON GOV MISSION AT APPROX 5000' SML.
Narrative: AFTER TKOF F/O FAILED. I TOOK CTL OF ACFT AND WE REQUESTED VECTORS BACK TO MIA. WHILE ABEAM HOMESTEAD AFB ON 360 DEG HDG CLBING FROM 4000' TO 6000', ATC CALLED TFC AT 10 O'CLOCK. F/O RPTED TFC AT 12 0'CLOCK. I IMMEDIATELY PUSHED THE NOSE DOWN AND TFC PASSED ABOUT 100' DIRECTLY OVER US. I AM CONVINCED THAT IF I HAD NOT TAKEN IMMEDIATE EVASIVE ACTION THAT WE WOULD HAVE COLLIDED WITH THE OTHER ACFT. OTHER ACFT WAS AN SMT JET OPERATED BY THE GOV. IT IS PAINTED LIGHT BLUE AND IS DIFFICULT TO SEE. THEY DID NOT HAVE ANY LIGHTS ON. I HAD ON MY LNDG LIGHTS, TURN OFF LIGHTS, WING LIGHTS, STROBE LIGHTS, NAV LIGHTS AND BEACON. IN OTHER WORDS, I WAS UNDER POSITIVE CTL BY MIA DEP CTL AND WAS USING EVERY MEANS AVAILABLE TO ME TO BE SEEN AND YET IF ATC HAD NOT CALLED THE TFC OR IF MY F/O HADN'T SPOTTED IT (I WAS LOOKING AT 10 O'CLOCK) I PROBABLY WOULDN'T BE HERE TO WRITE THIS RPT.
