Narrative:

Air carrier X en route to dca, ZNY cleared us directly to balance to cross 15 mi north at 12000'. I read this back, wrote it down and confirmed it with the first officer who was flying. The first officer entered this restriction into the FMC. We started the descent and were on profile to meet the restriction. At 20 DME north of balance, aircraft latitude 13300', bwi approach requested that we slow to 250 KTS. I advised that we could not make the restriction at that airspeed. Approach said that we had passed the crossing restriction, which was at 20 DME north of balance. We slowed the aircraft and crossed 15 north of balance at 12000'. I informed the controller that the center had issued our crossing restriction as 15 north of balance. He replied, 'that was a mistake.' I don't know whose mistake this was, but I feel that this flight crew was properly complying with our ATC clearance.

Title: ACR X FAILED TO COMPLY WITH ALT CROSSING RESTRICTION. PLT DEVIATION. ARTCC RADAR CTLR TECHNIQUE COM FAILED TO HEAR AND ACKNOWLEDGE INCORRECT READBACK OF CLRNC. OPERATIONAL DEVIATION.

Narrative: ACR X ENRTE TO DCA, ZNY CLRED US DIRECTLY TO BAL TO CROSS 15 MI N AT 12000'. I READ THIS BACK, WROTE IT DOWN AND CONFIRMED IT WITH THE F/O WHO WAS FLYING. THE F/O ENTERED THIS RESTRICTION INTO THE FMC. WE STARTED THE DSNT AND WERE ON PROFILE TO MEET THE RESTRICTION. AT 20 DME N OF BAL, ACFT LAT 13300', BWI APCH REQUESTED THAT WE SLOW TO 250 KTS. I ADVISED THAT WE COULD NOT MAKE THE RESTRICTION AT THAT AIRSPD. APCH SAID THAT WE HAD PASSED THE XING RESTRICTION, WHICH WAS AT 20 DME N OF BAL. WE SLOWED THE ACFT AND CROSSED 15 N OF BAL AT 12000'. I INFORMED THE CTLR THAT THE CENTER HAD ISSUED OUR XING RESTRICTION AS 15 N OF BAL. HE REPLIED, 'THAT WAS A MISTAKE.' I DON'T KNOW WHOSE MISTAKE THIS WAS, BUT I FEEL THAT THIS FLT CREW WAS PROPERLY COMPLYING WITH OUR ATC CLRNC.
