Narrative:

Descending into the bos area with a clearance to expect to cross lobby intersection 20 NM east of gardner at 230 KT at 8000'. The clearance was received and descent began to comply with the restriction. During the descent we were unable to comply with the crossing altitude. We attempted to call ZBW to notify them of our inability to comply. The frequency was overrun with voice communications to another facility (unknown). We were unable to contact ZBW. I have had this problem before in the same area. It appears to be frequency override to another air traffic facility.

Narrative: DSNDING INTO THE BOS AREA WITH A CLRNC TO EXPECT TO CROSS LOBBY INTXN 20 NM E OF GARDNER AT 230 KT AT 8000'. THE CLRNC WAS RECEIVED AND DSNT BEGAN TO COMPLY WITH THE RESTRICTION. DURING THE DSNT WE WERE UNABLE TO COMPLY WITH THE XING ALT. WE ATTEMPTED TO CALL ZBW TO NOTIFY THEM OF OUR INABILITY TO COMPLY. THE FREQ WAS OVERRUN WITH VOICE COMS TO ANOTHER FAC (UNKNOWN). WE WERE UNABLE TO CONTACT ZBW. I HAVE HAD THIS PROB BEFORE IN THE SAME AREA. IT APPEARS TO BE FREQ OVERRIDE TO ANOTHER AIR TFC FAC.
