Narrative:

Climbing to FL350, scheduled flight lax-hnl. First revenue flight for this aircraft, climbing through approximately FL300, #3 throttle needed to be continually advanced to maintain climb power. At approximately FL310, throttle was fully advanced. From FL310 to FL340, power on #3 engine declined with throttle fully forward until, at FL340, engine 3 barely above flight idle. Called lax center, requested return to lax. Below FL300 on descent, #3 engine again responded normally. Dumped 10000 pounds fuel, landed lax west/O incident. This aircraft was newly acquired by our airline, and had been idle for many months. The aircraft, as a final condition for its release, should have been test flown to insure proper operation of all items due to its long idle period. In effect, we were operating a test flight with revenue passengers. Many other numerous, small items not functioning properly contributed to the decision to return. On arrival back in lax, we had 6 pages of maintenance items written up in the aircraft log book.

AT APPROX FL310, THROTTLE WAS FULLY ADVANCED. FROM FL310 TO FL340, PWR ON #3 ENG DECLINED WITH THROTTLE FULLY FORWARD UNTIL, AT FL340, ENG 3 BARELY ABOVE FLT IDLE. CALLED LAX CTR, REQUESTED RETURN TO LAX. BELOW FL300 ON DSNT, #3 ENG AGAIN RESPONDED NORMALLY. DUMPED 10000 LBS FUEL, LANDED LAX W/O INCIDENT. THIS ACFT WAS NEWLY ACQUIRED BY OUR AIRLINE, AND HAD BEEN IDLE FOR MANY MONTHS. THE ACFT, AS A FINAL CONDITION FOR ITS RELEASE, SHOULD HAVE BEEN TEST FLOWN TO INSURE PROPER OPERATION OF ALL ITEMS DUE TO ITS LONG IDLE PERIOD.
