Narrative:
Small aircraft X practicing NDB approach in VFR conditions. LOA states call inbound to VFR tower. Thought radar controller had aircraft on full procedure turn. Small aircraft X went straight in. Tower called. I asked them to turn aircraft west and contact approach. Aircraft elected to depart VFR eastbound.
