Narrative:
Aircraft X departed an airport about 10 miles south of the border. By the time the next sector got aircraft X; handing off it was very close to the airspace border. The next sector then called on the landline for a handoff as aircraft X was approaching the border. I took radar contact not wanting to force the other sector to have to turn aircraft X. When aircraft X called up I realized he was 1000 ft below the MVA. I climbed aircraft X to the MVA.
