Aircraft X was popup IFR in avp airspace. He was tagged up and flashed right on the boundary. Avp called for a handoff; and we; training took radar on the aircraft at 4000 ft in a 5000 ft MVA (minimum vectoring altitude). Aircraft was climbed to MVA and continued route of flight without issues.
